You will apply to the corp you are interested in.
Once your application is accepted you will transfer the fee to me.

If the CEO was the only member and a brand new char (ie.with no standings positive or negative against any faction/NPC corp), the corporation standings would stay as they are.

To be clear, the standings will take 7 days to establish and if the CEO is not neutral towards the faction towards which the corp has high standings, those corp standings will slowly reduce. How long it will take for the corp not to be able to deploy a POS in empire space depends on the security of the system you are trying to deploy at and the standings of the char who's the CEO.
Kester has low standing with all factions, so for with this char as CEO the standings will gradually reduce until the corp will no longer serve its stated purpose as a POS-deploying vehicle.
Strabbo on the other hand has no faction standings so perhaps you could train him/her up to deploy the POS (assuming you may wish to deploy another POS or redeploy your only POS at some point in the future without having to pay for a new corp to do so).
